- Gary Thomas Asst. Superintendent for Elementary presented the bond presentation for the next bond that will be on this November’s voting ballot.

Upcoming Meeting Date: Nov 15
Trustlands: Approximates from this budget: 55K for paraprofessionals (aide help), 2.5k on technology upgrades and equipment, 4.1k for supplies
Our full day Kindergarten has a Trustlands goal which is meant for full day Kindergarten classes. So, in order to maintain all the full day Kindergarten classes, we need to pull some funds from the TSSA budget (taking from some tech equipment upgrades). This budget pull from TSSA will be needed next year as well. Affected items include replacing the computer lab chromeboxes and a few audio upgrades in some classrooms. These upgrades will just be pushed back to the following year.
We reached a 44.8% school population on free and reduced lunch and so we should qualify for Title 1 funds as early as next year.
School Data: The testing data for Math, ELA, Science came back at 55%, 56%, and 61% respectively. This indicates good growth and is right on par with district averages in math and ELA and slightly above the district average in science.
Demographic data shows that our Latino population is at 24% in ELA and math, where our Caucasian population is at 59 and 61 percent respectively. In the economically disadvantaged category, we scored at 29 and 30 percent in ELA and math. Students with disabilities category (IEPs), we scored at 25 and 30 percent proficient of those students in ELA and math.
Does the WIDA test for ELL learners affect our TSI status? It can because while they may come off of that demographic by achieving a high enough WIDA to move out of ELL services, they may still be on a monitoring status (3 years after ELL services) which would still be counted in that demographic.
Do we offer half day Kindergarten? Yes. It is morning only and we have about 8 students who opt for that. We offer preschool before Kindergarten to help prepare them for Kindergarten. Waterford Upstart is also a Pre-K resource. https://www.waterford.org/upstart/
Do we only send newsletters etc. electronically? Yes, but we are aware of those who do not have access and printed versions are provided for them.
Do we need to prepare a Spanish translation for our families that primarily speak that in the home?
Do AR points show higher reading scores for those students who are achieving AR benchmarks?

TSSA funds are open to adjust for full day Kindergarten. The actual adjustment of the budgets will be done for the January meeting.
Question by Stephanie A to have SCC serve as the Title 1 committee for the school. This will involve coming up with a Title 1 plan for that budget. We will do a formal motion and get committee members in the January meeting.
Question on how the doorbell system will work with checking in etc. ID is required at the door and statement of business.
Construction on 2500 N and the pickup lines is getting crowded. City stated they should be done by the time we are back from Thanksgiving break.
Drop off and pick up issues. Parents with issues are welcome to talk to Stephanie and invites to discuss the problems are sent out to any parent not following current guidelines
We had our first school assembly for character education as well as Veteran’s Day. The 5th grade put on a short Veteran’s Day assembly. Then we recognized some students from each class demonstrating good examples of citizenship in respect and responsibility. Each month there will be a similar character education assembly.
Safety
Areas for improvement for school commuting i.e. signs and sidewalks. City will be covering areas of concern like south of us 2600 N to 2200 N on 400 east will be made sidewalks for safer student travel. As well as the L piece of road further up 2200 N near 600 E.
Any more parent input on current sidewalk plans and other areas that need sidewalks or signs for safe student travel.

Business
Safety Updates: North Park Police were contacted and the County Sheriff as well to help bring Greenville safety routes up to county standards. The support from NPD officers has been established and an officer assigned to help with getting those safety routes updated…more to come. They will also have an officer do lunches with kids and hallway patrol in the school on a more frequent basis.
Trustlands Proposal:
We had 70% of Greenville Elementary students in grades K-6 who scored on a benchmark based on the Acadience Reading Composite Score (RCS) in the Fall 2021 testing. In the Winter 2021 testing session. 70% of Greenville students in grade K-6 scored benchmark based on the Acadience RCS. Our goal is to improve the percent of student scoring benchmark or higher on the Acadience RCS to 75% in grades K-6. That number is currently at 76.1% which is above the target of 75%
Math we will focus on raising the proficiency in the Rise test. We scored 56% of students proficient in the 2020-2021 year. We would like to raise that percent by 3% by adding additional math aides and increasing availability of math tutoring taught before and after school.
Bond: The bond passed which for our community means having a middle school starting in the 26-27 school year. The new Hyde Park/Smithfield elementary school. The land is still being finalized as to where it will be, but it will open at the same time. Our boundaries may change but that is TBD. They are discussing about doing a magnet school on the north and south end for dual-immersion programs and the neighborhood schools just being regular education. All this may affect boundaries and population at Greenville….TBD.
School Plans: Title 1, Trustlands and TSSA
Greenville did qualify for Title 1 funding. We will also be given an extra FTE (full time employee) for the next school year.
Rise tests score in the school are generally slightly lower than the district average especially in ELA (depending on the grade and school year).
Questions: Do we see trends in certain grades that help us see the growth trends better and/or better practices for helping student growth?
How do we inform parents of these plans especially Title 1 and what those funds will do for our students…how the funds will be spent for them….
How do we let parents know if their student is receiving interventions and/or specialized services to help with their growth/education. Can we have more progress reports being sent home to parents of students being targeted for interventions?? What resources do we and can we make available to parents to help them understand how their student is doing??
Make parents resources easy to access and utilize…
Trustlands is easily to include technology helps for the goals. Title 1 would be heavy literacy goals with interventions to help with that goal i.e. more reading aides and time to target student needs with specialized literacy programs i.e. Reading Mastery, Saxon Phonics. We would like programs that tie better into phonetic, spelling, and literacy needs of the students, programs that blend better and have an ‘all in one’ composition so that programs don’t have to be pieced together in order to meet the various needs of the students. As well as hiring more paras and aides for after/before school programs.
Will the school get more behavior support from these funds? That is a TBD but also the school district is looking to provide more support outside of these budgets/funds.
Goals: General Literacy (Reading)
ELL skill gap support, Portion of Title one for REACH (before/after school programs), TSSA for math aides, counseling, and other needs TBD but TSSA has more flexibility with earmarked funds.
Thoughts and defined goals, school plans etc. will be shared first with faculty and then reported back to SCC and voted on for the next meeting. February 21st is the next SCC meeting.
Budgets adjustments for all day Kindergarten and other needed adjustments will be gone over in the February meeting.

Business
Megan A. went to a district meeting. First topic was snow days. They discussed district procedures for calling a snow day or delayed start. Issue that came up last Wednesday on 2/22/24. The district said they will review these procedures. Possibly being more flexible in calling delayed days. Maybe sending kids back home if a late start is called later than the 6:00am time late starts are currently decided.
How do you notify parents about bus delays? Alerts are sent on the same PowerSchool alert system (SWIFT). Parents feel it should be more prompt but also flexible if delayed starts need to be called a little later in the morning.
District is working on a five year plan for goals and a vision for the future. What feedback do parents and other stakeholders have for this?
Concern was brought up about the district school board and who they are, what they do, when they are elected etc? Can they or people who represent the district put more information (newsletter) out to parents.
Budgets
Trustlands: We have a little over 29k left in that budget. We hope to roll over more para aide costs to that for the rest of the year to drain that budget. Books and Tech has about 12k left for that. Some will be used for the tech upgrades that were planned but delayed for other expenses.
Goals:
Title 1:
Reading: Measurement will come from Acadience. We want to use this for added para support, supplemental curriculum software, more full day para aides, and continuing AR? More elementary aide support for K-2? Using Acadience over RISE? Affirmed by SCC
Trustlands:
Math: Recommended to measure by iReady. Use this over RISE math? Affirmed by SCC. Acadience for reading. Same goals as Title 1. Use Trustlands for more para support, technology, and intervention programs, library program.
TSSA:
Behavior: Continue to partially fund a full time counselor with TSSA. Use a student screener over an incident log for tracking behavior? Use a student screener ‘at risk’ to determine who needs support and for what behavior or social skill. The counselor will take these screeners to determine who she will offer services for. Math is also a part of TSSA, measured by iReady. Funds will be used for behavior paras, refocus paras (the right person is needed for such a position if funded), more math paras, PBIS (Positive Behavior Incentive Support) funds.
Continue to fund AR from one of these budget plans?
Goals: In reading (measured by Acadience) we will move 10% of our students from non-proficient to proficient in reading by the end of the school year. In math, 60% of non-proficient students will be moved to proficient in math by year’s end while maintaining the current number of kids who are proficient at the start of the year. Affirmed by SCC. Behavior goal as measured by the student wellness screener: we will move 25% of kids who measure ‘at risk’ at the fall screener will be moved to not at risk by year’s end.

No new news from the city on safety signs and sidewalks for our safety routes. We are still waiting on new developments.

My view is an app that will be available to parents for bus routes, bus stops and activity buses.

You can track your child’s bus etc.
If we have enough parents that want half day Kindergarten, we have to dissolve a section of full day Kindergarten to accommodate it, so we may need to educate parents on the benefits of full day Kindergarten so we don’t have to dissolve a full day section. Maybe seeing the current full day Kindergarten will show that it is not a huge demand on that age group. It’s a fun learning environment that has many benefits for their continued education.
New students in Kindergarten need to be potty trained as part of their participation in public school classrooms.
Budgets
TSSA remaining budget (49k) will be used for technology upgrades like the computer lab.
Trustlands remaining budget (44k) will be for para support salaries and audio equipment upgrades in classrooms.
Goals:
School plan for 24-25’
Trustlands budget for these goals will be around $75,000
Goal: we will improve our proficient readers, as to their grade level standard on the Acadience reading test, by 10% from beginning to end of the school year.
We will use para helpers in small group reading instruction to help support student readers. Funds will be used to purchase current curriculum for reading in both tangible and digital materials. We will also continue to fund the AR program for reading incentives.
Goal: We will move 5% of our students in math grade level proficiency by year’s end as to the results in the iReady math diagnostic test.
We will use the iReady math tool for periodic progress monitoring for growth towards proficiency and maintaining proficiency. Funds for current curriculum math materials, both tangible and online, will be purchased. We are using GoMath for one more year. We will also increase the number of para helpers for math class time.

Other budgets will be used for these goals as well. Those budgets won’t be finalized until May.

Upcoming Meeting Date: We will not meet. We only need signatures from SCC members for the final school plan. We still have final budgets to look at but that can be done via email.
TSSA Expenditure Review
Remaining budget is for para aides and a little for technology. We are on track to be on budget and to have just a small leftover.
Trust Land Plan Review
Goals are set and approved from the last meeting (see March minutes). We went over the remaining budget from Trustland. Much of what is left will go to para aides (extra hours for test proctoring) and some technology upgrades (sound systems). We are on track to be within budget and not have any deficits.
Tile 1 Plan Review
Parents who are also involved in our SCC as well as our PTA were asked to be a review board for the creation and reception of our Title I Plan. They were given a chance to provide feedback and obtain clarification for the proposal. We went over the ways our school families can participate in school activities. We looked at the school demographics and ethnicity breakdown. This and the plan will be made available on the school site. The Rise state test will allow us to see proficiency in tested areas for those ethnicity groups. We looked at some preliminary numbers for the budgets and plan for next year. Email for the final Title 1 Plan will be sent to SCC members and signatures gathered after some time is given for any question[s] or clarifications.
Sidewalk Plan for next year (where do we feel a new one needs to be added?)State member called back and said North Logan applications look good. Grant money is available but is typically prioritized by a cost to how many students. Areas missing sidewalks would come before signals and signs. The roundabout crossing at 2200 N and 400 E seems to be the most dangerous. So the sidewalk needs we mentioned in previous meetings won’t be funded yet, but we should keep the application open so that when more students need to utilize the route, the funding can more immediately come. The priority for our school safe route would be a continuous sidewalk along 400 E down to about 1800 N
